Originally this stamp was issued in 1971 to commemorate the 10th Anniversary of the African Madagascar Post and Telecommunication Union. Depicting “Palais de l’UAMPT ”

U.A.M.P.T. = “Union Africaine et Malgache des Postes et Telecommunications”.

It was overprinted with red text “Liège accueille les pays de langue française 1973” & “ Perron van Luik”. First text is in French, second in Dutch. Translated: “Liege accommodates French-speaking countries 1973”& “Platform of Liege”
